If you are running a formal RFP, send it and we will respond in your format rather than substituting our own. If you are writing one, we will share a scope-of-work template you can issue to every bidder, including ours, so responses are actually comparable.

That second offer is not neutral and we will say so plainly: a well-specified scope favors contractors who intend to perform the whole of it.
